I like this idea, its a suitable fit for the living world ethos – the dungeon should respond with escalating urgency to a bunch of murderous/thieving/murderously thieving ne’er-do-wells in their midst.
Honestly though, I’ve never actually rolled a random encounter die: I always forget about them perhaps out of a subconscious worry about putting the PCs in a reactive rather than proactive position.
